My guess is that cognomen appius Livius
Ocella has told Eric that he has brought
Eric his new brother for him to take care of.

I would guess that Eric is referring to his human days and how his warriors referred to him by cognomen (nickname) instead of his real name...

Something to do with Appius Livius Ocella like a surname.

I agree with Louisianangirl. It is probably something that Appius Livius Ocella uses to explain his name - maybe his middle name. Or maybe Eric explains to Sookie that she should call him Appius Livius instead of just Appius as a show of respect.
