Athena was the patron goddess of Athens, credited with bringing not merely the idea of justice, but a model for justice, to Athens, Greece.
Embedded in many versions of this card is the story of the cursed House of Atreus. Atreus broke a promise to Artemis, who in turn cursed his family, which was a house or lineage descended from Pelops and from Tantalus, who had fed his own son to the gods at a dinner party.

OMG thank you so much! I am going to have to relearn my Greek mythology lessons from high school in order to keep up with this show.
I think this explanation is even more fitting (from http://www.aeclectic.net):
With Libra as its ruling sign, Justice is about cold, objective balance through reason or natural force. This is the card that tells the Querent that they can't keep smoking and drinking without consequences to their health. It is the card that advises cutting out waste and insists that the Querent make adjustments, do whatever is necessary to bring things back into balance: physically, emotionally, socially, spiritually.
